Rate Code 1 - Residential Service

Applicability: Applicable to all private residences, individually metered apartment units, churches and common areas of residential condominium associations to the established rules and regulations of the Seller.

Character of Service: Single-phase, 60 cycles, at available voltages. All residential service required on the premises of a member shall be supplied through one meter. Standby or resale service not permitted.

Term of Service: Open order.

Membership: Each consumer receiving service under this schedule shall be a member of the Cooperative and agrees to comply with the Bylaws and abide by all service rules and regulations as adopted by the Cooperative’s Board of Directors.

Monthly service rate:
Daily System Access Charge = $1.00
Energy Charge = $.033 per kilowatt hour > 1,000kWh
Equity Charge = $0.016532 per kilowatt hour
Power Cost = The wholesale cost of power per kilowatt hour varies. FKEC purchases power from FP&L and passes that cost directly on to Members with no mark-up or add-on.

Rate Code 2 - Commercial Service (General Service Non-Demand)

Applicability: Applicable to commercial, industrial, multiple use and other purposes, where monthly demand, if measured, does not exceed 35KW, subject to the established rules and regulations of the Seller.

Character of Service: Single or three phase, 60 cycles, at available secondary voltages. All service required on the premises of a member shall be supplied through one meter. Standby or resale service not permitted.

Term of Service: Open order.

Membership: Each consumer receiving service under this schedule shall be a member of the Cooperative and agrees to comply with the Bylaws and abide by all service rules and regulations as adopted by the Cooperative’s Board of Directors.

Monthly service rate:

Energy Charge = $.023 per kilowatt hour >1,000 kWh
Equity Charge = $0.016532 per kilowatt hour

Rate Code 3 - Commercial Service (General Service Demand)

Applicability: Applicable to commercial, industrial, multiple use and other purposes, where monthly demand exceeds 35KW, subject to the established rules and regulations of the Seller.

Character of Service: Single or three phase, 60 cycles, at available secondary voltages. All service required on the premises of a member shall be supplied through one meter. Standby or resale service not permitted.

Term of Service: Not less than one year.

Membership: Each consumer receiving service under this schedule shall be a member of the Cooperative and agrees to comply with the Bylaws and abide by all service rules and regulations as adopted by the Cooperative’s Board of Directors.

Monthly service rate:
Daily System Access Charge = $2.50
Demand Charge = First 35KW @ No Charge
Over 35KW @ $5.65 per KW
Energy Charge = $0.023 per kilowatt hour
Equity Charge = $0.016532 per kilowatt hour

Liability for Service

Florida Keys Electric Cooperative’s (FKEC) policy with respect to liability for service under the law

FKEC will use reasonable diligence in furnishing a regular and uninterrupted supply of energy but does not guarantee uninterrupted service. FKEC shall not be liable for damages in case such supply should be interrupted or fail by reason of an act of God, the public enemy, sabotage, accidents, labor disputes, orders or acts of civil or military authority, breakdowns or injury to machinery, transmission lines, distribution lines or other facilities of the company, extraordinary repairs or any other cause whatsoever or, by reason of any act of FKEC including the interruption of service to any consumer, taken to prevent or limit the extent or duration of interruption, instability or disturbance on the electric system of FKEC or any electric system interconnected, directly or indirectly, with FKEC’s system, whenever such act is necessary or indicated on the sole judgment of FKEC. FKEC shall not be liable for damages to a member’s premises, including, but not limited to, a member’s electronic equipment, caused by lightning transmitted over or through FKEC’s transmission and/or distribution lines to the member’s premises.

The point at which service is delivered by FKEC to the member, to be defined as “service point” in the National Electric Code (NEC), shall be the point at which the member’s facilities are connected to FKEC facilities. FKEC shall not be liable to the member or to anyone receiving electric power from the member’s facilities for any loss, injury or damage resulting from the member’s use of his equipment or occasioned by the energy furnished by FKEC beyond the service point.

The member shall provide and maintain suitable protection devices on his equipment to prevent any loss, injury or damage that might result from low voltage or single phasing conditions or any other fluctuation or irregularity in the supply of energy. FKEC shall not be liable for any loss, injury or damage resulting from a single phasing condition or any other fluctuation or irregularity in the supply of energy which could have been prevented by the use of such protective devices.

Billing Information

How billing works with FKEC

Bills for electric energy consumption will be mailed and/or emailed to customers in accordance with an approved meter reading schedule that is subject to change at the discretion of the Cooperative. Failure to receive a bill will not release customer from payment obligation.

Due Date: Bills are due when rendered.

Delinquent Bills & Penalties : Unpaid bills for electric service become delinquent if payment is not received in a FKEC office by 5:00 P.M. on the 20th day after the mailing date shown on the bill. If such date falls on Saturday, Sunday, a national holiday or a holiday observed by FKEC, the next regular business day is deemed to be the date the bill becomes delinquent. Payments placed in the night deposit box at the Cooperative offices after 5:00 P.M. will be deemed to have been paid on the next regular business day.

Delinquent amounts due are subject to a late payment penalty of 1.5% per month of the total amount owed, if the total owed is $5.00 or more. After application of the late payment penalty, the delinquent amount due includes both the original amount due and the late payment penalty. If a bill remains unpaid for more than one billing cycle, additional late payment charges will be made on the total amount owed at the same rate.

A disconnect notice will be mailed and/or emailed to any account subject to the late payment penalty if the delinquent amount exceeds both $75.00 and one-half of the billing deposit on that account. The disconnect notice will show the account number, delinquent amount due, billing date, disconnect date, collection fee, reconnect fee, disconnect fee, after-hours reconnect fee and the procedure for reconnection of services disconnected for non-payment. Payment in full of the amount due per the disconnect notice must be received in a Cooperative office by 5:00pm the day prior to the scheduled disconnect date.

How to read your bill

  1. Bill Mailed is the date from which you have 20 days to pay your bill. Bills paid 20 days after the ‘Bill Mailed’ date are considered delinquent and subject to late fees and disconnection.
  2. Phone Number(s) Please make sure FKEC always has your current telephone number(s), including cell phones. Phone numbers are used by our automated outage reporting system to pinpoint the location of problems.
  3. Daily System Access Charge is a “service availability charge” to cover the costs involved in having power available to each active meter.
  4. Energy Charge of $0.033 per kilowatt hour helps FKEC cover the expenses involved in delivering energy to each account. The first 1,000 kWh of electricity usage each month is not subject to an energy charge.
  5. Power Cost is the cost of power purchased from FPL, our primary supplier of electricity. It is passed directly to members with no mark-up or add-on, and varies monthly.
  6. Equity Charge is a formula rate rider that is adjusted annually, either positive or negative, to help FKEC attain the optimum margins needed to properly maintain the system to provide safe reliable power.
  7. Outdoor Lighting Charge is the cost if you ordered an outdoor light.
  8. Outdoor Lighting Sales Tax is Florida state sales tax for outdoor light rental.
  9. Gross Receipt Tax is a 2.563% tax assessed to every bill from the state of Florida.
  10. Operation Round-Up® is a voluntary program that “rounds up” your electric bill up to the next whole dollar, and gives 100% of all funds raised to those in need.
  11. Total Now Due/Delinquent Date Members not enrolled in our automatic payment program will see a delinquent date printed under the total due.
Understand your meter

How to Read Your Meter

By reading your meter on a regular basis you can monitor the amount of electricity you are using and gauge your energy saving efforts. Our goal is to give you greater control over your home energy and to provide you with the tools and information you need to keep your electric bills down.

Electric meters measure use of electricity in units called kilowatt-hours or kWh. One kWh is 1,000 watts used for one hour. An FKEC digital kilowatt-hour meter displays the usage on a liquid crystal display (LCD). It records usage in the same manner that a car’s odometer records mileage. You read the numbers from left to right. After you have read your meter, subtract the previous reading from the present reading. The difference between the two reflects the number of kWh of electricity you have used.

Meter Information

Supply of Meters

The measurement of electric service is by meters installed, owned, and maintained by the Cooperative. The Cooperative will select the type and make of metering equipment, and may, from time to time, change or alter the equipment.  FKEC installs meters that are read electronically.  Automatic Meter Reading (AMR) technology typically eliminates the need for FKEC personnel to enter a member’s property to read the meter each month.

However, access to the meter may be required from time to time.  By requesting service from FKEC, you are granting 24 hour access to your meter for meter reading, maintenance, vegetation management and emergencies.  It is the member’s responsibility to see that no hazards or impediments exist to prevent FKEC field personnel from safely accessing the meter.  FKEC employees and contractors will, upon request, show credentials and state the reason for requiring access.

Special Measurements

For the purposes of measuring the demand, collecting interval data or for other measurement of all or part of a member’s load, the Cooperative may at its option and its own expense, place demand meters, load survey meters, or other instruments and equipment on the premises of any member.

Meter Accuracy and Testing

It is rare that a meter is found to run fast and record an increased usage. Like most other machines, meters tend to slow with age. The performance of an in-service watt-hour meter is acceptable when the meter does not creep, and when the average percentage registration is not more than 102% nor less than 98% at full and light load.  To maintain a high standard of accuracy the Cooperative, at its own expense, performs periodic tests and inspections of its meters in order to verify they are operating within these parameters.

If you feel your meter is not operating properly, you may contact FKEC to request a meter test.  If the meter is found to be operating within the acceptable parameters, a fee of $30.00 for a single-phase meter and $40.00 for all 3-phase meters may be assessed to cover the expense of the meter test.  If the meter is found to be operating outside the acceptable parameters, no fee will be assessed.  If the meter is found to be slow, no additional billing will be made.  If the meter is found to be fast, appropriate credit adjustments will be made to bills rendered six months prior to the meter test.

Meter Tampering (illegal diversion of power)

Only an authorized representative of the Cooperative may remove meters, meter seals, connections, or any property of the Cooperative on or about a member’s premises. Tampering with metering or electrical equipment is illegal, dangerous and costly to all FKEC members.

Whenever evidence of tampering is found, the member will be subject to penalties as provided in the Florida Statutes, Section 812.14, and responsible for the estimated cost of energy consumed while the meter was not operating properly due to the installation of the diversion devices. This includes tampering with the meter or with any wiring, electric equipment, or instrumentation between the line side of the meter and the electrical distribution system, which would result in the diversion or non-registration of electric energy, and/or the installation of meter seals other than those installed by FKEC on member’s meter.

Such tampering may be deemed to be cause for disconnection of electric service and/or legal action and criminal prosecution as provided in Section 812.14, Florida Statutes. Whenever these conditions are found at a member’s premises, service personnel will correct the condition by installing a new seal and/or other associated equipment, as required, and the meter will be tested to assure that it is operating within the prescribed limits of accuracy. Additional fees will be incurred.

Comparing Electric Bills

There is no way to compare your utility bill with friends and neighbors because you do not use your electric energy the same way. No two families own all the same appliances, do the same washing and drying, have the same hot water usage, use the same lights, or have the same lifestyles.

If you notice changes in the amount of your electric bill, look at the usage. The dollar amount on the bill depends mostly on the amount of kilowatt hours that go through the meter.

How fees & charges work with FKEC

After-hours service fees are assessed on service calls or requests received after 4:00 p.m. Monday through Friday, as well as on weekends and holidays.

Non-Pay Disconnect Fee – If the member does not pay the delinquent bill by the scheduled disconnect date, the service will be disconnected. All accounts disconnected for non-payment must pay the full past-due balance prior to reconnection of service. It may take up to one business day to reconnect. $50.00
Special Meter Reading Fee – FKEC ordinarily reads all meters once a month. A special meter reading fee for disputed meter readings will be billed. If an in-person visit is requested, it will only be performed during regular business hours. $50.00
Miscellaneous Service Call Fee – Includes all regular and overtime service calls to a consumers account, and charges for other special services, such as: lock box installation, meter surge protector installation, cut seal replacement, no-tamp lock installation, researching initial service date, connecting consumer supplied underground service, etc.

Returned Check & Draft Fee – Checks, bank drafts, or other debits returned from financial institutions as uncollectible will be handled by office personnel as required, and a fee will be charged per returned item. Checks and drafts returned by a financial institution will not be re-deposited. $30.00
Meter Test Fee – A test of the electric energy meter serving the account to verify that the meter is registering within the prescribed limits of accuracy. $50.00
Outdoor Light Shading Fee – Request for shading/shielding; or removal of shading/shielding of an outdoor light. $150.00 – Service crew or bucket truck is required during regular business hours

Cut Seal Fee – The removal or cutting of a meter seal by a member or other unauthorized person acting on behalf of the member or anyone using the facilities of the member. $50.00
